What Section 3 says, in plain English

The Act applies to digital personal data processed in India, and to offshore processing that offers goods or services to data principals in India. Exemptions for personal/domestic use and for publicly-available data made public by the individual.

What it means for you

If you serve Indian users, DPDP applies even if your servers are elsewhere. Publicly-available data (a name on a company website) is exempt only when the individual themselves made it public.
