What are State Pollution Control Board consents?

Consent-to-Establish (CTE) is required before setting up a facility that could pollute; Consent-to-Operate (CTO) is required to run it, and must be renewed periodically (frequency depends on state and category: Red 5 years, Orange 5 years, Green 15 years typically).
