Every Food Business Operator (FBO) in India. Category depends on turnover and scale: Basic registration (turnover up to ₹12 lakh/year), State licence (₹12 lakh to ₹20 crore), Central licence (over ₹20 crore or operating in multiple states, food imports, e-commerce, catering to Central Government, etc.). Applies to manufacturers, packers, transporters, distributors, wholesalers, retailers, hotels and cloud kitchens.

Every FBO with a State or Central licence and turnover over ₹12 lakh must file an annual return: Form D1 for manufacturers/importers/labellers/re-labellers/re-packers (by 31 May), and Form D2 for milk/milk-product exclusively-dairy businesses (half-yearly, 30 April and 31 October). Non-filing attracts ₹100/day penalty (max ₹5,000). dcomply auto-generates from production data.

FSSAI Food Safety and Standards (Food Recall Procedure) Regulations 2017 require every food business to have a documented recall plan covering: recall categories (Class I/II/III), notification to FSSAI within 24 hours of a Class I recall, communication to consumers, tracking of recalled stock, disposal, and post-recall analysis. dcomply's recall module operationalises all six steps.

Every FBO with 25+ food handlers must have a certified Food Safety Supervisor (FSS) trained under the FoSTaC (Food Safety Training and Certification) programme.
